MEETING MINUTES for October 3, 2007
Meeting called to order at 8:15 AM.
Present: Bob Donahoe, Dave Maynard, Don Ouellette, Judy Parmelee and Jeff Smith.
Absent: Mike Kain and Ron Rencurrel (Excused)
Guests: Town Administrator Shelia Vanderhof, Police Chief Richard Hedlund and Earl Krause.
Minutes of August 1, 2007 were approved.
Safety Issue: Earl Krause, 15 Tern Lane in Eastham appeared before us to discuss safety. Earl is
very concerned about safety and specifically the drivers. He proposed that (a) the seven (7) bikeway
crossings in the town of Eastham should be posted with signs stating “Yield to Pedestrians” as is
done in the town of Brewster. Such signs would be placed very near to the crosswalks and (b) better t
rimming at the road crossings to improve visibility. He mentioned that DCR has no more of these.
Possibility more information can be obtained at a DCR presentation “Moving Together” on October
17th which Jeff Smith plans to attend.
Pan Mass Challenge Report: Dave Maynard reviewed his letter to the BOS dated September 4, 2007
describing his on his voluntary posting at Old Orchard Road during the PMC. Chief Hedlund made the
following points.
1. He has a summer duty police officer cover Brackett Road / CCRT at no cost
2. He does not like the PMC using the CCRT due to the crossings. Meetings with PMC folks
(Allen Eyden) have resulted in the PMC saying that only Eastham objected to the use of the
CCRT.
3. Citizens may direct bicycles but may not direct automobiles. This answers
Dave’s point about personal liability in his letter to the BOS. The citizen(s) may well be
personally liable if wrong/conflicting directions are given to a motorist and an accident ensues.
4. Citizens may not be sworn in as police officers/supernumeraries for one day due to union
agreements.
5. The cost of a police officer is $40/hr – 4 hour minimum. This would be less expensive as a
non-profit organization is involved along with the use of summer officer(s).
6. The Police Department would appreciate any suggestions from the EBC regarding handouts
to kids by the biking patrolman. He encouraged a bike rodeo during the Hands-on-the-Arts
Festival in June.
Judy and Don related their experiences at LeCount Hollow and strongly recommend closing the
Eastham/Wellfleet portion of the CCRT (from perhaps 7:30 AM to 10 AM). This will require PMC
approval and DCR execution.
Town Administrator Shelia Vanderhof suggested that a meeting be put together in the next 30-45 days
between her, Chief Hedlund, the EBC and PMC management (Allen Eyden and Billy Starr). Judy agreed
to make these arrangements.
CCRT Punch List This letter, written by Dave Maynard, was sent to Danny O’Brien on September 24th.
Additional CCRT Signage: Bob Donahoe briefly discussed the use of signs “Yield to Pedestrians” used
in Brewster. More research will be done and presented at the November or December meeting.
Thank you letter to Danny O’Brien: Judy has written a letter addressed to Danny O’Brien thanking the
DCR and selected individuals for their outstanding work on the CCRT over the past year. This letter has
been forwarded to the Town Administrator for her review and her signature should she want to be the signer
or co-signer with the EBC.
Property on State Highway 6: There was a brief discussion on the use of property at 3155 State Highway
(near Jason Drive) which is town owned land and might be a possible site for parking and access to the CCRT.
The meeting was adjourned at 9:45 AM. Next meeting is Wednesday, November 7th at 8:15 AM.
